The Dubai Financial Services Authority ("DFSA") maintained a busy regulatory agenda in the second quarter of 2026, with developments spanning Islamic finance, operational resilience, prudential capital requirements, and enforcement action, alongside a series of strategic announcements from the Dubai International Financial Centre ("DIFC").

Key highlights include consultation papers covering Islamic finance suitability criteria, a new operational resilience regime, client money and crypto token reconciliation, prescribed company eligibility, and AI-related data protection amendments. It also focuses on Rulebook changes aligning the DFSA with the Basel Core Principles and a new activity-based capital requirement for certain Authorised Firms.
